The Student Chamber of the Council of Higher Education Institutions (SK RVŠ) presents its program declaration for the 2021–2023 standing session as the foundational document guiding its future work and strategic direction during this period. It builds on the previous program declarations of the SK RVŠ.

The Student Chamber began its activities at the start of 2021 in a new composition. The election of officers and committee chairs marked the beginning of preparations for the SK RVŠ's Program Declaration for 2021–2023.

The Presidium of the Student Chamber of the Council of Higher Education Institutions calls on the relevant authorities to begin negotiations on preserving students' and teachers' access to digitized library collections. A disruption of access would create further significant complications for students in their studies and in writing their theses.

The Student Chamber of the Council of Higher Education Institutions (SK RVŠ) draws attention to the long-standing, inadequately addressed problem of university sport in the Czech Republic. It therefore recommends that the Ministry of Education, Youth and Sports prepare a proposal to address this issue, one that will lead to improved conditions for combining a sporting career with higher education studies.

The Student Chamber of the Council of Higher Education Institutions has wrapped up another eventful year. The start of the year was marked by helping Ukraine and Ukrainian students. We monitored support activities at universities and represented the student body on the Ministry of Education, Youth and Sports' task force. The SK RVŠ also provided targeted support to the Ukrainian Students' Association and contributed to their fundraising campaign.

An internal regulation proposed by the Student Chamber of the RVŠ and the Czech Association of Doctoral Students This document has been prepared by the two student representative bodies concerned with doctoral study in the Czech Republic — the Student Chamber of the Council of Higher Education Institutions and the Czech Association of Doctoral Students. It is intended to serve higher education institutions as inspiration for drafting an internal regulation, the so-called Supervisor Standard, which is to be introduced as a result of the amendment to the government regulation on standards for accreditation in higher education. Both representative bodies recognize the diversity of scientific disciplines, which gives rise to specific features of individual doctoral study programs, as well as differing configurations of universities' internal regulations. We believe, however, that agreement can be reached on the correct setting of the basic principles of supervision. In the document that follows, we propose the areas that such a regulation should cover, and which we regard as key — not only for defining the doctoral student–supervisor relationship, but also from the perspective of improving the quality of doctoral study and its timely completion. The document will also be available for use by evaluation committees of the National Accreditation Bureau, by student senators for the purposes of discussing the relevant internal regulation at their universities and faculties, and, not least, by all doctoral students and those considering doctoral study.
